OS side of the XB1 is something I wouldn't worry much about in terms of threads and what not. The 360 didn't exactly suffer from having a core dedicated to the OS and its media functions (mainly 'cause few human beings seems to know how to properly take advantage of multi-core CPUs within a game's environment, despite games these days consisting of a gazillion layers of applications XD)
The CPU of the XB1 could always be clocked up again. Assuming they deem it safe after more extensive endurance testing (and this can of course backfire the other way on Sony too, that they've accidentally clocked things too high; I mean, look at the compact size of that thing compared to the One -- heating could very well become an issue ;D)
