Just looked into pre-order here, and EB Games - which is still here in NZ and Australia and owned by GS, has that same special edition with the scene and an additional bonus T-Shirt. Other than the t-shirt it's not exclusive however. I preordered anyway, it's only $10 more than the standard.

Is meant to be the same price as the normal edition and a bonus for early buyers.

Might be where you are but sadly here its standard practice. As is the fact you have to double down on deposit for any CE or SE versions normally too which is silly. Being that its not exclusive here places are undercutting each other on it anyway. That's fairly standard too. New games retail here between $109-119NZD for standard. The CE is $129. But then when it gets to launch week it's not uncommon to see companies undercut each other right down to $85 or so.

So I completed the game today and was thoroughly enjoyed with my purchase. I still haven't decided whether or not I prefer this or Heavy Rain. William Dafoe had the best acting and was easily my favorite character in the game however Ellen Page conveyed her's well too I thought. Great game all around however some may find the random sequencing of the events rather annoying. Personally I plan on playing the game in chronological order just to see how differently the experience feels and I thought the jumping narrative helped build the emphasis on key events in following scenes.

If you really enjoyed Heavy Rain this is worth picking up, but if you never felt that strongly about Quantic Dreams games in the first place its maybe only worth a rental. Nevertheless, I don't regret pre-ordering the game and will most likely play through it several times.

^^Is the bonus chapter for pre-ordering of any worth or did something important to the story get cut?

The bonus chapter is just an exercise chamber of simple puzzles built for Aiden. It has no bearing on the plot whatsoever. I wouldn't bother with it. I got the steelbook and extras as a free bonus for pre-ordering at Gamestop otherwise I wouldn't have bothered with it. The soundtrack was a nice addition however.
