I don't believe so, as the available character purchase slots are determined only by your copy of the game. My US version didn't detect that I had a PAL character slot already used up.
Perhaps you will need to purchase one?
Oh wait! My PSN account (default) is an American one and I use that for both logins, and I could only ever log in to European servers if I was using my PAL version.

I'd say Konami is more to blame than Sony for this one. Granted, Sony allows developers to use their own systems, but Konami has fucked up so many times on their registration. They seem to be stuck in last generation when it comes to online.

Incompetence is an understatement. They said that they were unprepared for the high volume of traffic they experienced when the "GENE" expansion pack was released, but how can you not take into account what happened when the beta was brought online? Konami's servers were down for days when that happened, and then they claim that they weren't expecting it?
Speaking of which, their entire network system is fundamentally flawed. In order to play any Konami title online, you have to register both a "KONAMI ID" and a "Game ID", each with their own unique passwords. Hell, sometimes I get them both confused and end up not remembering what the fuck my password was. I can recall the Konami site being overwhelmed with traffic when the beta hit, because of everyone trying to register a Konami ID at once. Again, to reiterate earlier points made by other people, if they had opted to use Sony's online architecture, there wouldn't have been any problems.
