...Silent Hill's pretty much always done it though. Sometimes the camera will be forced into an interesting shot but the majority of the game has it over the shoulder. RE4's only real addition on top of what Silent Hill did was giving you the chance to futher aim the weapon. And I personally find Silent Hill a lot scarier than Resident Evil.
I can play with the tank controls as well as any. But I find the RE4 system much smoother and more pleasant to play. Of course, I never felt like I was playing a movie. I always wanted to feel like I was there, and I never really could when I knew the character could see stuff I couldn't.
Personally, I don't see how the camera angle should really effect the scares of a game. If you're relying on forcing someone to not notice a monster by putting the camera at an akward angle then you're doing it wrong, in my opinion. And I can't think of a single scare you can't pull off some other way. For example, a neat little alcove can contain an undead creature you can't easily or quickly.
