Nintendo own the licensing for everything on the Wii (maybe even everything Nintendo), so the buck stops with them.

But has Nintendo rejected Fragile in any way?
They hardly ever turn down a title for localization (not to mention from a big company), especially when someone else is handling localization and publishing.
And in the case of Fragile, it's all Namco, so don't go barking up the wrong tree on that one.

I'm not surprised they havn't replied to you...
If you wrote them an email everyday, for a few weeks, you might eventually get a response. It would be something like this:
"We currently have no plans to release the game but we hope you will continue to enjoy our other exciting range of fine Nintendo products.
ps. please stop sending us emails"

So, did you guys see the more recent advertising 'printing mistake'? It was in an Italian Game Stop magazine (pic below).

However since then, there has been various quotes from official NOE and NOA sources, saying that NO, it will not be released in America or Europe.
I've got a very strong, bad feeling about all of this now. The ads that appeared in France and Italy were probably the few that they didn't cancel in time. I suspect that the game was 100% localized and ready for all regions. All they had to do was send it off to the printers and ship it out to the distributors.
But at a final meeting of Nintendo Big Bosses, when item no.32 (Fatal Frame) came up, they looked at some figures, graphs and pie charts, then said "Nah, we wont release that one. Cancel it...".
This decision is SO F**KED UP! I can't understand it at all. Apparently the Wii game sold better than any of the the previous 3 PS2 games in Japan. So it's not like Nintendo would be doing the small but dedicated fan base a service, by releasing it world wide. They would make money. And just look at the amount of stupid, shit games that DO get released on Wii!!!
I don't think that Tecmo are a financially powerful enough company to buy back the rights from Nintendo. It would be great if Sony wanted the rights enough to buy it but would Nintendo sell it to them? (maybe they just want to stop anyone else from playing it)
