Volgin was pretty awesome. A very underrated MGS villain.

Oswell E Spencer (Resident Evil)
Lechuck (Monkey Island)
Liquid (Metal Gear Solid)
Visari (Kill Zone)
Grave-mind (Halo)
And personal favourite for sheer humour; old school Robotnik.

Hmm, my favorite villains would have to be
Wesker- He's Always portrayed awesomely and he brings a Certain something to the series
Ganondorf- The King of Evil, killed and maimed hundreds to get his goals completed, he made Solid Snake fear him.
Elder God- While not a True God, the Elder God from The Legacy of Kain series proves to be a cunning and deceptive individual, Sad that his Voice actor is Dead though.

My 4 favourite villains in videogames are (in no particular order)
Pyramid Head
I'll admit, this guy used to scare the crap out of me, and still does when I play SH2 alone at night, lol
Albert Wesker
I really like Wesker, I think he's pretty awesome
Alexia Ashford
I thought Alexia Ashford was an amazing villain, she had awesome powers, was evil, crazy (though not so much as Alfred) and I thought she was pretty creepy in a few scenes
Finally, gotta have Dr. Robotnik!

In MGS2, Ocelot became possessed by Liquid's arm. Shortly thereafter, he got the arm amputated and replaced with a prosthetic. In MGS4, he was simply 'pretending' to be Liquid, in order to help achieve his ultimate goal -- reviving Big Boss.
Another thing...it's tough to call Ocelot a villain, you know?
