I think the best voice-acting I've heard is from the man who voices Wesker in RE5.

Wrong, Lara Cody the original VA for Rose reprised the role, check IMDB and MGS4 Credits.

That's right, I forgot...I knew she voiced another character in the game, but I just couldn't remember who.
It was Little John, of course -- Raiden and Rosemary's son.

Although the best VA EVAR Was Richter Belmont in Castlevania SOTN for the PS1.
                Prove me wrong *dies*
Lmao, a.k.a. Chris Redfield. I loved both Richter and Dracula's lines

Greg Eagles, under the alias George Byrd. His work in MGS1 is one of the big reasons I like Gray Fox so much. So raspy, so true...you could almost feel the pain in his voice. "Hurt me MORE!"

He also voiced the DARPA Chief, and Peter Stillman in MGS2.

yes his voice was terrifying. its probably cause his voice was so convencing. when fox was pinned up against the wall and under rex's foot. when he gave his speechs i think i was sucked into the part so much i shed a tear (i was a kid at the time) his voice was
really good in mgs1 as for fox in TTS i didnt care for it.

Aside from Legacy of Kain, MGS and Uncharted, there's always Vampire: The Masquerade - Bloodlines and Eternal Darkness: Sanity's Requiem just look at the cast list; it's a combination of the MGS voice cast + Legacy of Kain voice cast = Eternal Darkness' voice cast.

I always thought that The Darkness had really good voice acting and MGS4 had really good ones too.

Yes. The Darkness is another one with very good VA, I also forgot about Max Payne 1 and 2.

Indeed, the scene with Fox up against the wall with his speech was very emotional. Terrific voice, in my opinion.
