Also, Outbreak File 1 is still up in the US. It was only File 2 that went offline.

As far as I know, yeah the servers for File 1 still work. I don't have the time to test it, so maybe someone else can confirm?

Uh, no. Capcom has also shut down the American File 1 servers (this happened a few months ago). Like 1/4 - 1/2 of the American server population has already migrated to the Japanese servers.
It's 5-10 USD a month to play. I'm probably migrating there too once I get my PS2 modded.

It's definitely tons better than offline play where you're playing with the retarded AI. Online, you don't know what you'll encounter that'll either make the game really fun or will screw you up. Stuff like TKers, noobs, item hoggers. Yea, it's fun. Even though there's only like 15+ levels (including the Showdowns and Eliminations), it never seems to get old for me.

I think it'd be fun if you coordinated a voice chat while playing the game. But by now everyones probably experts at the game, and they expect you to be as well, just to blow through the scenario doing your specific role.

Past few weeks some in Germany have been selling for $350 US+, which I think is crazy, but they are very very rare.

Definetly sounds fun. Wish I had a PS2, broadband and an Outbreak game...

That's really expensive for a lighter. If I land a good job when I'm 18+, I might go for them, but for now I'll just get the stuff within my price range. However, I would pay up to $200 AUD for a boxed, complete Gun Survivor PC. No problems.
