RE3 has better graphics than RE2 - Barely. It's not something people are going to notice especially.
RE3 has the most replay value out of all the RE games, except Outbreak. Since RE3 and only RE3 has randomly spawning enemies - Yeah...no. For all intents and purposes there are four separate scenarios in RE2. It's one of the things I loved the most. I think RE2 wins on replay value there.
RE3 has the coolest and most interesting location settings - Again, I disagree. The dead factory seemed more like something that should appear midgame. The extra street areas and the hospital were nice though.
RE3 has the most fun gameplay in the series - Sadly that award has to go to RE4/RE5. They may not be scary but they are nice to play. Otherwise the other games are about on par.
RE5's gameplay holds no appeal for me to play it at all. I can't stand it. I do like RE4's gameplay but I would rather play RE3 any day.

RE2 is the shortest int he series if you play just one scenario, then they make it longer, by basically making you backtrack through the entire game again from another person perspective and still call it new sections which I find stupid. I don't count that at all.
RE3 has the RPD, and the park and Raccoon Streets is better than any RE2 location IMO.
Nemesis is the best IMO.
RE3 has NE-Alpha parasites.
I love Jill. True. But, ever wonder why I like her? I like her because she stars in RE3 and Remake/RE1, my two favorite RE games. And I do love her character as well.
