Yep, because he ignored what was wanted in the first place.
No....He wasn't asked to write Venom in the script when he started the 3rd films screenplay. He was forced too after writing the script.
I think Raimi was right to not to want to use Venom for the 3rd film.
It would have been a better set up for a 4th film and a transition point for Raimi's Spiderman series, because he could have ended his trilogy and completed the Norman/Harry goblin story arc, had peter get over the guilt of his uncles death(despite the fact we didn't need to go back to this, much less make the Sandman the killer) and finish his tour of duty by defeating the alien suit.
Venom could have been done better in a 4th film as a solo villain in a new trilogy as the complete opposite of Spiderman, like he is...well used to be, in the comics.
But the studio wanted him rushed in to get extra money from the fans, I understand that from a business point of view, but from a story tellers point of it, it wasn't the right time to have the character introduced.
A trailer for The Amazing Spider-Man video game to be released alongside the movie next summer was shown at NY Comic-Con. Apparently, it's all gameplay. If so...I'm pumped.

Please, for the love of God, make the game open world again. Give us unlimited possibilities. Give me endless hours of swinging around Manhattan with nothing else to do other than feel like I'm Spider-Man. Bring back that amazing feeling I got from Spider-Man 2 and I'm sold.
^ My issue with that is that the VG of Spiderman 2 where you could constantly websling around the city was based on the idea that in that version you had the organic web shooting.
With this new Amazing Spiderman film the people involved with making it are talking up the mechanical slingers and the web that he will run out of under too much use, adding a further piece of peril to possible situations. I get the feeling that this will have to be translated to the game because of this.
Personally based on the freedom that you had in the other game, this does not work as a gameplay mechanic to allow that freedom. You're constantly going to have to have the feature of refilling it to be able to get around, and that is going to suck donkey nuts.
Again, the usual caveat-- this is just concept art, for one thing, and we also have no idea how much this is even legitimate, so do not panic or get overly excited or do anything else while assuming this is what Rhys Ifans will look like in the film. But there does seem to be reason to believe this is at least close to legit, since it's similar to everything else we've been seeing and hearing
In all seriousness though, if that's what he looks like in the film (and going by the leaked pics, it looks like it), then consider this completely dead for me. Not that I really cared much originally, but the lizard was one of the redeeming aspects of it. Now they killed it for me... Ah well, Avengers anybody?
