Affirmative, the lab is near the city limits. Beyond the RPD is the City Hall, There is a mistake with the RPD location between RE2 and RE3.

But that's for the door to the train platform beneath the church. This file was written before Marcus disappeared. I assumed back then the cable car was used for quicker access back to the city.

It's nice to actually debate an existing game for a change and not just 1.5 all the time. Ah the good old days...

There's also the "Patrol Report" that says a cop found Hunk wandering in the sewers of the city limits.

Ah, that's true. My mistake. Haven't played BH0 in a long time due to it being tediously boring.

The "Patrol Report" isn't a mistake.

It is not, but it's a big hint that Birkin's lab is in the outskirts.
Better yet. The EX-File from RE2 "Operation Instructions" proves it for once and for all.

Orders for Special Agent Hunk are as follows:

Penetrate Umbrella research facility located outside of
                Raccoon City.
Recover G-virus sample from Dr. William Birkin.

You are authorized to use any means necessary to secure this
                sample.

Upon recovery, sample is to be delivered to Loire Village.
Failure on this mission is not an option.

                  No it doesn't.

Infiltrate our company's laboratory in the Raccoon City suburbs (outskirts), and seize the G-Virus samples presumed to be in the possession of Dr. William Birkin.
Again, "outskirts." The same Japanese term (郊外) actually means "suburbs", which is more accurate due to the context it's used in for this case. The chemical plant is located in an industrial section of the city, but still within the city. The laboratory is located close to it, but is beneath a very central suburban area.

That's very different to "located beneath the CENTER OF THE CITY".

The center of the city isn't literal. It's in a central area, just like the R.P.D. and City Hall are even though they are actually way below the "center" if you look at the map. The suburbs of the city are in this region since Raccoon City prospered extremely quickly, before they could even begin constructing massive housing projects you'd see in the suburbs of L.A. or some such.

When RE2 was made, there was no map of Raccoon City, however, it was specified that Birkin´s lab, and factory, were near the outskirts of city.

Later, RE3 was made and the Raccoon City map was entablished. RE3 was made by a different team, they didn´t have info from RE2 about RPD location and they placed it into the center of Raccoon, This fact made many people think that the factory and the lab was near the RPD, but this is wrong.

Where is Birkin´s lab? we don´t know exactly, but we get clues from:

-Patrol Report from RE2: "We received a report of a suspicious individual skulking around the sewers in the outskirts of Raccoon City"
-Dialogue line from Sherry to Claire: "They both work at the Umbrella Chemical Plant, near the city limits"

Also, we can see that the lab is connected to the Disposal Plant from RE3, because this plant function is to process all the waste generated by the lab, so they can´t be too far from each other.

And finally, there is a file from RE Outbreak, that reads the hospital is connected to the lab too via sewers, they are separated by a distance of about five minutes:

                          Researcher´s Diary:

                          Spoiler:

The hospital and disposal plant are pretty close, so the Birkin´s lab must be near both, I think probably like this:

That map is bloated and incorrect, but on the real map, that would be a more probable location for it.

I found this image (without annotations) on google. Is this map somehow not right? Do we have actually an official more accurate and complete Raccoon map?
I saw one on RE Archives, but doesn´t displays the entire city.

                                Official RC map in RE:Archives:
DeviantArt is the world's largest online social community for artists and art enthusiasts, allowing people to connect through the creation and sharing of art.

It still fits the coordinates Lanzagranadas gave.
And I think I read somewhere that in RE1.5, the RPD was said to be in the center of the city.
