I dont think the locations in Outbreak fits into the official map isn't it?

For example, the part in front of RPD in RE3 is different from in Outbreak

^ It doesn't. BH3's map was only accounted for in BH3. The Outbreak team didn't try to fit anything within it since they would work under an unnecesary design constrait. The map was very well-suited for the psx generation of BH games, but it was easier just to work around the bundaries of what's been done, the Raccoon Zoo being the most notably exception. They did include a little easter egg in End of the Road though, placing a sign pointing to Fox St. in the area near Rodriguez helicopter, but that's it.

There's a reason for that though. Apparently Desperate Times was somehow rushed to be finished. They left some rooms to be done that are still on the disc in a pretty precarious way (the Conference room, the parking lot on the back of the RPD, the armory, among others) and for the ending they went and reused an asset they didn't include in The Hive. An exterior area that was supposed to be filled with burning cars and stuff, which they only showed in early material. They cleaned the wreckage, erased the facade of the Hospital and used it in the ending, disregarding that it was completly different to how BH3 looked like.

The only official Raccoon map should be one published on the Archives book. The one posted by Lanzagranadas is so fanmade that hurts to see it (and it's extra painful to have seen it implemented in ORC's Raccoon design maps). The only other maps that may work would be: The one from the lobby on 1.5 that has been reused since on BH2 and BH3, but it's so tiny that it's almost impossible to make anything out, the big one you see in the ending of End of the Road, but that one is just some topography of Raccoon's valley, and the one in Umbrella Chronicles' opening, and you should take that one with a pinch of salt. You could somehow take into account the image of the nuked Raccoon if you want: here, but it obviously lacks everything that made the city in first place.

Also, trying to fit BH0, bh and BH2's locations logically will end up in nothing since they were not made thinking in how everything would fit inch per inch besides some general wording as 'this thing is north-east of this other one', 'in the center of the city' or 'in the outskirt of the city' when we don't really know for sure where the otskirt really is. Everything is very relative in those terms. And unless Capcom comes and make a map signaling with precision the exact location of all these places, everything will be just guess work with numerous possibilities.

In regards of the mistakes noted by the original poster, the BIO3 team got to use some assets from BIO2 for the making of the backgrounds. The Troley station in BH3 does indeed uses the exact same assets than the first room from BH2, they just moved the buildings around and added whatever cars and blocades they could, as well as the Station and Troley itself, to make it look like two different places. But their intention was never to review Leon and Claire's crash site, as they are two different places 'in space'. It beats me though, why they have those continuity issues with BH2, like the opening sequence and Water Treatment Facility. They probably didn't really care that much. For example these are other reused assets:

This is really interesting! I was aware of the beta areas outside of the hospital from early screenshots, but this news about unused RPD rooms is a first for me. Do screenshots of them exist anywhere? I'd love to see them.
          Mass production? Ridiculous!

The last map I posted, the one with RE2, RE3 and Outbreak refferences is identical to the map from RE Archives, there are no noticeable differences. The first map I posted, wich shows full Raccoon City is not official, apparently, everyone say it`s fanmade, but, if it is just fanmade, ¿Why it match with the map from Operation Raccoon City?

Because the research into Operation Raccoon City was... how shall I put it? Not terribly well done.

So, Capcom took a fanmade map and transformed it into the official map for ORC??? What a shame if so.

CAPCOM didn't do anything. Slant Six Games did.

ORC is not at all relevant to the series in terms of... anything, really.

Are you saying that the RE wiki isn't the greatest source of information avaiable on the internet?

^It's on the Internet. Clearly it must be full of truth and correctness.

Well, it`s the same, I know this "game" has nothing to do, but it was Capcom responsability to at least provide to Slant Six a real map, instead of leaving them only looking for a map on Google, how dissapointing.

Then, it doesn`t exists any FULL Raccoon official map to take as refference. Well, it makes more sense now, I always though that Raccoon City looked too small for a town with 100000 citizens.

They're bare bones. Just a model the size of the room with cubes for collision. They might have been decided not to included them at some point along the development cicle, hence why I say 'apparently' rushed to be finished. They could've pretty well being discarded from the start, or when they felt comfortably with any other edition to the scenario draft, who knows, Outbreak's development is relatively unknown, we just "know" what we have from the disc.

These are the "maps" you can rely on, since they have appeared in official media: [1. From BH1.5, 2 and 3] [2. From BH2] [3. From BH3 and Archives] [4. From Outbreak's Official Site Flash Game] [5. From Outbreak] [6. From Outbreak File 2].

It wasn't CAPCOM's responsibility because they weren't the ones who made it. It was Slant Six's responsibility to request a map, rather than doing some Google surfing over actually looking in a readily-available book on the series. It's just one of many examples of Slant Six being absolutely clueless about the series aside from spending ten minutes on BH3 and filling the rest in with the Anderson movies.
