I actually saw this when I extracted files from Parasite Eve II. Had overhead camera angles as well but had a green filter over it. I also remember having some RE2/3 images from long ago that had overhead views as well (in a folder called "BH19_Development" or "BH19_C++").

Lots of PSX tools out there don't work beyond Windows XP (probably due to whatever api that was used to do raw reads from discs at the time).

TimView+ does not work for me on Windows XP, Vista, or 7. It's says I can not access the file because I don't have permission. This is after I download and extract timviewp.exe from the archive. Any suggestions?

Yes I did and still get the error pop-up. It says the file is either missing or I don't have the proper permissions. I tried different compatibility modes as well to no success.

E.G. cre15
Extract timviewp.exe to that folder, then copy original BH2.bin there as well
Upon initial launch, it checks to see if .tim files are associated and creates timviewp.ini
(antivirus/malware programs prevent creation of .ini files because they can do serious harm) however this one doesn't, so disable any AV progs resident.
if that all fails, when exactly does the error occur, upon launch of timviewp.exe or upon scanning the bin?
