It didn't have any really solid ties to the established RE mythos other than some of the locations (Raccoon Hospital, Birkin's Lab) and the occasional supporting player from the other RE games (Nicholai). No Chris and Jill, no Claire or Leon, no Barry or Rebecca, no Ada, and so on. They even removed Birkin from the actual game scenarios (although his monster form was still hidden on the disc). REO2 was essentially more of the same - although this time you got to play in the RPD itself AND the Hive complex from the first RE movie, and you got Marvin and the other RPD officers. More familar locations, but STILL the odd supporting player here and there. They even managed to screw up how the city was destroyed in both REO1 and REO2. Mind you, I like them both too, but without that - uhmm - "main character connection" of the other RE games, it just didn't seem the same. If they had included some of them as playable characters, or even NPCs, then the two Outbreaks might be thought of better than they are. I still like both games, and I think either one of them is better purely as a game than either ORC or the Chronicles series - but they have that "main character connection" that the Outbreaks don't. That's forever going to color how many people look at them.
I am surprised by how few mention the absolutely, ridiculous, condemnable and downright unacceptably long load times in both games. Does everyone who plays this game own a HD, or what? I am not one to complain about load times, but when you're effectively waiting 30 seconds between each room, where each room is small, and in most cases, you'll scour it quickly and turn right around, it's just too much. I liked the games and appreciated them for what they were, but the load times prevented me from ever coming back.

Don't exaggerate. Unless you got a very rusty DVD, it won't take more than 10 seconds. And yes, I have both of them on DVD, and a PS2.

I had an HDD, but as the population dwindled I played without it. The load times were a hardware limitation, the game just came out a generation early. PS3 and 360 games force you to install nowadays so Outbreak would fit in perfectly.

Everyone over exaggerates Outbreak's 'flaws'. It's by no means a perfect game, but some flaws presented hardly impact gameplay.

Without a HDD, loading times barely reached 10 seconds, they disconnected gameplay extremely lightly. And the Virus Gauge would barely even affect your character unless you sucked or spent too long not knowing what to do - in which you could retry the chapter because they were only about 20 minutes anyway. There was an extensive amount of unlockables (rare in todays games) and the game was essentially a classic RE fans wet dream online.

Despite that, I would love to see another Outbreak game - they're not perfect but they were incredibly enjoyable.

There is a solution for the long time loadings: make an ISO and play it on PCSX2.

Really, I have PS2 but I prefer to play on PC since it`s much more pleasant, I normally get less than 2 seconds for most of rooms loading.

With that problem solved and playing without AI, Outbreaks have no flaws.

              This rumour seems legit.

All i can say is i hope the next gen exclusive part of this is false. Im refusing to pay over $400 for a console that is using already outdated PC hardware. (Both wiiu and PS4 are outdated compared to top of the line gaming PC`s).

I would like to play it on my PS3.

Anyways with outbreak "Flaws" half of them were over exaggerated.
The loading times were about 5 seconds long on a clean disk. What do they expect?
Those 5 seconds are about the same length of time as watching some dumb door animation on the old ones between every room.

Anyways outbreak would of been a killer RE game (it was good eitherway), had capcom got their head out of their a** and also ported it to Xbox and PC. If they would of did that it could of been played on 3 consoles rather then one, and would of sold ALOT better. Heck, we may of already had an outbreak 3 by now had this happened.

Also to the above comment saying they messed up the raccoon destruction in RE O and RE O2, no they did not.
It was never specified how many missiles hit RC in RE3. We only seen just one, but the city was huge, so there may of been more. Outbreak 1 and 2 had the same amount of missiles, plus, both endings were canonically split between the group.
About 4 in RE Outbreaks ending and 3 in RE Outbreak 2`s ending. Or so.
Im pretty sure both games are supposed to show that the survivors split into 2 groups, and group 1 is in outbreak while group 2 is in outbreak 2. Or something like that.

I'd imagine they could do a third outbreak game not set in Raccoon city. Like there are a couple of Umbrella Islands in Resident evil lore like (Sheena and Rockfort) that could harbor potential new story lines, characters. Or how about the South American terrorist outbreaks during the 2002-03ish(?) years where in perhaps some villagers could've grouped together in urban or rural areas. Or perhaps even an unknown Russian Raccoon City-type outbreak that was covered up, maybe with some Chernobyl explanation as a reason for its destruction. I mean i don't think it's hard to imagine how a new outbreak game might work story-wise. As for the gameplay side of things, my hope would be that they'd keep it as close to the original classic outbreak formula as possible.

Actually, they hit Raccoon City with a nuclear missile. Raccoon City was a small town, a single missile of those would be enough.
Degeneration shows it was just one.

                      It was never nuclear though.

It would be interesting to find out why they decided to go with multiple missiles in Outbreak and multiple missiles launched from fighter jets for Outbreak File 2. It's certainly a bit more dramatic and realistic though. That ending scene for File 2 with the general overseeing the launch is probably one of if not the best cutscene in the series.

They easily could do a new outbreak.

Capcom keeps wanting to force online play in the main games, so why not just give us a fully online RE game that tons of us have asked for?
                        RE Outbreak 3.

They could set it either in a new city, or tall oaks even.

I'd rather see Raccoon again. I know a lot of people think the series needs to move on, but I feel it really was at its most interesting in the Raccoon era. There were all those unused Outbreak scenarios that will probably never see the light of day, too, unfortunately.

The bottom line is that an online survival* game in Raccoon or a similar city would be just the spinoff this series needs right now.

*Not shooter, like the abysmal ORC.
                          Mass production? Ridiculous!

Im hoping as I said, for something outbreak related. But outbreak file 3 needs to be using the old mechanics. Behind the back with dropping ammo from bodies and other stupid crap would just anger fans.

I want to play the 11 or so unseen outbreak scenarios.

Id love another outbreak game with about 12 selectable characters and also A character creator mode if you want make your own survivor.

ORC is still a recent game, it has less than a year if I`m not wrong, so probably this is not the moment to go back to Raccoon City again, and I think the only reason to do it, in a future, is in a RE2+RE3 remake or a good open world spin off in where we can move between different locations or facilities via streets or underground routes (example, moving from Hospital to Lab, and from there to another location without chapter jumps) In other words, a more operational Raccoon City.
