A few minor 1.5 questions

So in 1.5, im lost with some story plots, that i could use some clearing up:

1. Does 1.5 still take place in 98?
2. Why did the outbreak happen? It could not of been umbrella, as umbrella was already taken down, so they could not of attacked birkins lab. So, how did the virus leak?
3. In the game, was it really true that Annette was supposed to also turn into a G monster?

According to the plot details that News Bot released a while ago:

1. Yes, it takes place in September of 1998, just like retail. I'm not sure, but I think it takes place on a different day, however.
2. Annette released the T-virus into Raccoon City in response to Umbrella murdering Birkin.
3. No, that was just concept art -- she is present on the train at the end though, so you never know.

It seems so. She was being transported to RPD when the outbreak happens.

Closed? Nah the case wasn't closed unlike Re 2. Stars reported to the RPD the truth about Umbrella and the RPD immediately went to the facility and were going to shut them down... But due to the zombie outbreak it was too late. At least that's what it seems more like to me.

S.T.A.R.S. did report, but like anything, evidence was necessary and there was none. So they began investigating. They didn't immediately go to shut down a top-secret underground laboratory, but they did however begin investigating the area (the reason for all of the police corpses outside the factory) although they most likely didn't know there was a lab there.

There's not that much difference in Umbrella's position in 1.5 and final, most of the differences lie in the characters (Irons' collusion with them in final is the reason they weren't even investigated).

Also im curious about one more little detail:
What exactly is Chief Irons role in the game? Ive read that he will randomly help you from the shadows, but eventually die to save leon or elza. Is that true?

Where did you hear that? All media has him wounded on the couch, leon reports to him, elza finds him while she's exploring.

Like many aspects of 1.5, Irons' role was virtually non-existent.

I always assumed that Irons would follow a similar fate to how Marvin does in RE2. From the cutscene shown in the leaked build:

Roy dies a similar way to Murphy Seeker in RE3, where he's changing into a zombie while begging for John to shoot him.

Therefore I assumed that maybe when you revisit the room later on, he'll get up and attack the player as a zombie or something, although that's just my guess.
