Outbreak saga has bad reputation, I really doubt they could even make a new RE with the title "Outbreak", they would rather prefer to use a different name to avoid people recall mistakes from the past.

Outbreak didn't suck. Anyone who says otherwise were probably just terrible at the game or never had the chance to play online. Even so, lone wolf mode offline was possibly the most challenging experience.

Real or fake. I bet Tall Oaks will just be another action oriented boring TPS clone.
