No, this isn't fan-fiction. It's an actual virus in the actual series, and technically the first "new" virus ever to be introduced (G-Virus was written earlier).
N·T-Virus (Neo-Tyrant Virus) was written in 1997 for the "BIO HAZARD The Wicked North Sea" novel released in January 1998, prior to the release of BIO2. The novel's cover art was actually used as the PAL cover art for the game and the story was written by FLAGSHIP, the subsidiary in charge of the series mythology.
The novel is also one of the first sources to directly reference Oswell E. Spencer, and the first one publicly released to mention him by full name.
The novel is a pretty good story and despite being about 15 years old, has never been localized. Which is why I'm doing it as we speak. If all goes according to plan, I will have it finished before Christmas. Until then, I'll post any further details about it here.

Mylene Beardlsey: "Development of the Neo-T Virus to surpass the T-Virus. Then by crossing excellent genes, it will give rise to even more powerful monsters. Then I will literally stand at the pinnacle of Umbrella."
Mylene Beardsley: "Although the world believes that Umbrella was founded by Lord Oswell E. Spencer, in reality, my father aided Lord Spencer as a business partner at the time of Umbrella's establishment."
