How do I make Resident Evil 1 for the Game Boy Color functional from start to end?

The obvious thing is the debug hex number thing at the bottom. There's just one four-digit code in "your" video, while both the two leaked protos have many of those in the bottom. The video is too short to find any gameplay differences (or maybe I just don't remember it well enough), but at east the hex numbers show it's a different build, so the potential is there.

Yep good times! There were still many RE secrets to find and discover. And also great games like Silent Hill 3 were still being released (and being leaked early ). 2003-04 was the peak of survival horror for me.

I remember a few cool CV videos.. there was this one: http://www.youtube.com/watch?v=Vh3oOIIX8jU and there was another similar one, a little earlier in time. It had Claire in the save room before the first bandersnatch encounter. Might be somewhere in this survivhor video http://www.youtube.com/watch?v=H2S-Dwe_fLA

Did you try it? The file name includes the part "_bugfix_", so sounds pretty patched to me

And it's written all over the page it's on that it's the patched version.

Yeah but I'm meaning like that patch is already applied to the ROM and is already in ROM form. I downloaded it but it still needs to be patched into the original ROM.

It's probably just a simply .IPS patch (haven't checked), so just grab whatever IPS-patcher is available (LunarIPS is fine) or an emulator that'll auto-patch if the .IPS has the same name as the file that's being loaded.

Is there a walkthrough for this? Sounds a tad complicated. I don't know if my VisualBoyAdvance emulator on my Wii will auto-patch or not. I just want to make sure I am doing it right and not get to the point where the game won't go further to realize I did it wrong.

Just grab LunarIPS from the tools/utilities section of Romhacking.net. It's a pretty straight forward application to use. Trust me.
(Download LunarIPS, get a clean/original ROM of the RE1 GBC prototype handy, download the .IPS patch, open LunarIPS, select the .IPS file as your patch file and the ROM as the file to patch and hit ... well ... Patch and the job's done ;D)
