The obvious thing is the debug hex number thing at the bottom. There's just one four-digit code in "your" video, while both the two leaked protos have many of those in the bottom. The video is too short to find any gameplay differences (or maybe I just don't remember it well enough), but at east the hex numbers show it's a different build, so the potential is there.

Just grab LunarIPS from the tools/utilities section of Romhacking.net. It's a pretty straight forward application to use. Trust me.
(Download LunarIPS, get a clean/original ROM of the RE1 GBC prototype handy, download the .IPS patch, open LunarIPS, select the .IPS file as your patch file and the ROM as the file to patch and hit ... well ... Patch and the job's done ;D)
