Technically, the two characters that haven't been seen in a decade are Rebecca and Barry.

Also Billy, Carlos, Nicholai, and Hunk. Even Claire if we don't count Degeneration. None of them returned to the series since 1998, though all of them did appear on spin offs and minigames.

If they revisited Billy and Rebecca, they should build it around one character reaching out to the other due to "circumstances" where their previous crossing of paths in RE0 is the reason why one is willing to seek out the other during said "circumstances".

Not some stupid horrible forced underlying unresolved sexual tension love plot bullshit where they just happen to cross paths for the nth time, because, apparently, every single thing they do in life is somehow magically synchronized.

Those are only titles at CAPCOM's booth. The reveal, if it happens as intended, will most likely be at the Microsoft or Sony conferences. Notice how all of those titles have already been released in some form. They don't usually announce brand new games via PR.
