They should actually do the opposite : everything should be underground. The above ground portion of the plant simply can't be located there. In RE2 it's right behind the RPD, but there is already a street there, the one where the game begins, AND the City Hall right next to it.
RE2make would be a good opportunity to fix this mistake.

No issue here. You cross the street to get to it, albeit by crossing underground.

Both. You don't see many rats by the 29th because most have been killed by the infected cockroaches.

Kinda begs the question as to why the rats didn't mutate to a bigger size like the roaches.

Not all animals are destined to grow bigger by being infected with the t-Virus. Monkeys, hyenas, elephants, lions and so on don't display any increase in size.

That's a fair point. The crows didn't change at all, nor do humans either... aside from Zombies or the one in ten million IIRC that would become a Tyrant.

Zombies grow a little bit in height due to the t-Virus causing an increase in human growth hormone. That's why all the Zombies in the series are usually taller than the protagonists, it makes them more imposing.

Funny you mention that, since I only really noticed that in remake... specifically the scene where you get the dagger next to the closet and the zombie comes around the corner and looks a foot taller than whoever you're playing as. I always thought it was just an oversight.

Nope, it doesn't work. That would place the plant inside the shops/buildings. The boss room where you put the 4 plugs would actually block the street where Leon crashed the police car. Not to mention the huge chemical storage tanks that woould be sitting right next to City Hall, and all the other stuff we can see in the background that's nowhere to be seen in the introduction.
Not only does it contradict RE3 (that's not the only discrepancy between the two, no big deal), but that also contradicts RE2's introduction. Take a close look at the maps to see what I mean. There's no escaping this one.

The water treatment plant is one or both of the two buildings adjacent to city hall and it's accessed by going underground through a manhole in the R.P.D. backyard which sits right against Flower Street. The city is intentionally quite cramped because of its rapid development, and all official maps thus far are intentionally vague enough to leave some room. The BIO3 substation is right against a set of residential buildings, for instance. How would the plug room block the street when it's underground...?

Not only does it contradict RE3 (that's not the only discrepancy between the two, no big deal), but that also contradicts RE2's introduction. Take a close look at the maps to see what I mean. There's no escaping this one.

This is Resident Evil we're talking about, after all. The fact that it could have been corrected in a later title, Bio3, but wasn't should speak volumes. The Main Hall in the RPD should have been a pretty clear indication that many areas just simply weren't well-planned.

I do feel that both the Water Treatment Facility and Abandoned Warehouse are crucial elements to the game. The fact that they seem to be rather pointless is exactly the point. Umbrella were dealing in highly unethical, immoral and illegal research, they couldn't just put a sign up that says "Employees Only".

There's nothing cramped in the backgrounds of both Flower Street and the outdoor area of the disposal plant. You can clearly see a big complex behind the fence that cannot fit where it's supposed to be.
The plug room is not underground : it's at the same level as the outdoor area of the disposal plant, as evidenced by Ada going through the vent and outdoor without going upward (unlike Sherry, who took a lift) and the maps, of course.

At 52:30 you can see Sherry going out of the building where Ada normally comes from, the plug room is actually right behind her, inside the building with the XD-R 10A marking on it.

^ Remember that small sewer section which you go down a ladder (using the manhole Ben tells you about) and then go up a set of stairs (which makes you on ground level)
The same in Claire's game.. you go down a manhole at the back of the RPD, then Sherry goes up one floor on a lift..

But yeah, the whole water treatment outside area - with its pools and silos in the background, don't seem to fit into RE3's design LOL

Capcom clearly weren't thinking properly at the time.
