But unfortunately I wont have time for another week to PLAY videogames, let alone make them.

Really?! wow, cool! What game was it? I can't believe I missed that one. I've got a couple of sources for dirt cheap ps1/ps2 copies so I should be able to pick it up.

I did a quick bit of research and can answer my own question. The game was called 'Trick'N Snowboarder' by Capcom, ps1, 1999. I found it on ebay for $5 so grabbed a copy.
I'm not really into snowboarding games although I did enjoy the SXX series. But Claire, Leon and Zombie Cop carving up the slopes was too good (and too ridiculous) to resist.
Very amusing concept...
I think GTA:RC will now have to include snowboarding in the Arklay Mountains aswell.

A GTA version of Raccoon City would be pretty boring because there would be nothing to do in a GTA world.

Put L.J. from Apocalypse in there and let him go on a GTA rampage yelling out things like "GTA MF" or "10 Points".

Yes, I can't imagine the pal/ntsc versions would be any different. I think the characters can be unlocked by playing the game or you can just press some buttons to get them instantly. I'm getting sent the ntsc but both my PS1 & PS2 are chipped so they can play anything from anywhere.

You don't have much of an imagination.
The game as I imagine would be a cross between RE4 and GTA:San Andreas (set in Raccon City). So, if you find both of those games boring then yeah, maybe you should stick to playing Mario (not that there's anything wrong with that).
I promised a detailed description of how I think the game could work but I still havn't had time to write it all down.

Not sure if I would call the game 'good'. It's not awful... If you don't mind retro gaming its okay. Remember we're talking about a ps1 game.
I got it today and I've been playing it a little while. I just entered the cheat code right away and played it with Leon, Claire and Zombie Cop. The character models are quite good, about the same as RE2. And they have included some voices from RE games. When you hit a wall they groan and react with sounds from RE2.
It's now on my shelf with the shitload of other games I own and will probably stay there for a long time...
Only buy it if you're very curious.
