You could try calling Capcom Japan on +8166920360 though remember to put your country code infront of that number. Ive called them several times and they do speak English.

Capcom don't make deals their too in-house? Hold onto your money -- I have sent them over a dozen e-mails about RE1 & RE2 about beta's; special releases; their very good at been polite and drawing attention away from your e-mail. Then they stop answering your e-mails? It's still good to try even if you don't get through just keep sending letters to capcom of Japan. It doesn't hurt to translate one version into Japanese.

I did once consider asking someone who knows some Yakuza (yes, really) to see if anything could be...arranged. But I don't want anyone getting hurt over something like a game, even one like 1.5, and the Yakuza aren't renowned for there kind and gentle approach.
