It would be possible to build something similar, certainly. But unless someone gets the script or something we wouldn't know what happened. We can make several educated gusses (especially since we know they reused a lot of the FMV sequences) but without the story all we could really do is make what we hope 1.5 would be.

And, sadly, the only one with the technical skills to do it is Dominion...who has no interest in doing it.

There are a few, but they're either 2D sprite or a FPS that's been modified. Dominion is, to my uncertain knowledge, the only one who can mod the Resident Evil 2 engine enough to build a version of 1.5 that would play like an RE game.

He's building it using tools for the PS1 and making an iso, he is making the models and using the backgrounds that were ripped from RE2 Trial Demo, it is infact, coming along quite well, aswell as his own debug mode.
He's had it in production since 2006 If I'm correct, not sure though, you'll have to check to see.

                          hey talking about that
i've been waiting 2 months to get money to go out and buy R.E U.C
So we all have to wait and stuff. But i wouldn't mind seeing a fan made one for now, maybe you could replace mr x with the nemesis............;)

In response to the now closed thread 'I'm gonna make an offer to Capcom'. I read some people were wondering why the game was scrapped.
I've read that one reason was "it was too blue" (that could have been changed, so I'm not sure about that reason).
The story 'as I remember it' was that Capcom made the original Biohazard. It was released and the team then began work on the 2nd game. Meanwhile, the original game was released as Resident Evil in the west... The game became a massive success. Capcom had no idea how just how big and popular the game would become. They were VERY surprised (and very pleased).
The heads at Capcom then decided that the sequel had to be something really special. They had a smash hit on their hands with the 1st game and the 2nd had to be HUGE and ground breaking. They wanted to restart the project, this time with a much bigger budget, throwing more money and resources behind the team.
I think they succeeded for Bio/RE2 was incredibly popular and huge for its time. It's an awesome game!
Don't get me wrong, I'd love to play 1.5 and still hope I may get the chance one day. It's a shame that some of the cool gameplay elements from 1.5 were dropped for RE2 (I don't know why).
I suspect that Capcom feel offended at times with the requests for 1.5. Like it's an indication that they made the wrong decision and they don't want to admit they made a mistake in scrapping it. But personally, I don't feel that way. I'm very happy with the way RE2 turned out but I'm still curious about 1.5.
Ideally, they could scrap the Leon character from the game (just call him something else), then the game could be released and still fit into the RE universe. Like another Outbreak scenario, happening around the same time as RE2/3...
But I still think the best chance we'll have of seeing it will be a leaked unfinished build one day.

There were a lot of reasons given as to why the game was scrapped. None of them are the truth, I'd guess. My suspcion is backstage politics...'Well, yeah, that looks shiny. But scrap it becuase my artistic vision is superior.'

1 - Too much like RE 1. Compare the grenades, completely seperate storylines, completely different enviroment and such...and yeah.

2 - Too blue. However, if you look at the various videos and sources only the final build was that blue. They decided to kill the RPD's power apparently. It would have been realtively simple for them sort that out.

3 - The team was stolen by Square to make Parasite Eve. I have no idea if this is true...but RE2 was made with the same engine, more or less, and the same tools. So changing teams, if they did, wouldn't have effected that.

4 - Didn't play very well. Well, that's more difficult to judge, since all we have is videos...but it does look much more fast paced than RE1 or 2, or 3 for that matter. Some folks think it played more like Dino Crisis 2 than RE, with a higher ammount of action. However, altering the enemy numbers and dropping the ammo would have sorted that out, with a little trial and error.

5 - If the game had been put out it was so bad the series would have ended at 3. I'm sorry...Gaiden? Survivor? Survivor 2? Capcom has no problem sending out shitty games with the RE logo on them. They're still churning them out. Hell, 3 itself was slapped together because CV was taking too long.

                                I doubt that's true.
