Well, let's just take PO's word on it since he's the one who knows how to code here, hence the most credible (unless you do too, which I'm assuming you don't).
Removing things usually leads to disaster when coding. You'd have to be working with a very small program to remove code and not have it screw something up at least somewhere on the disc. With how many lines of code RE2 was, its no surprise that they left data on the disc, since something they still use may try to access that data and if its not there, it would likely crash. Thats why you see stuff grayed out and the like.
