    I'd say Leon has a strong will and he was controlled once and rendereded immobile a few other times.
    Not only immobile, but he attacked Ada as well. If Krauser had the plaga inside him for over a month, I doubt even a strong will would spare him. And you made a good point about the range of the staff too. Of course...someone could explain that away by saying the villagers were far too gone to disobey at that point and their orders were already embedded in them.

      Or you could say that Saddler wasn't controlling the villagers, Illuminados, and soldiers in the sense that he was forcing them to do his bidding against their wills via his special staff. Initially, that may have been the case, and once Saddler had established his power over them, they could have simply been serving him out of fear or because they had genuinely believed in his cult. So, in a sense, they lacked a strong will to break free of his control.

      That could explain that one file and the fact that Luis was able to disobey Saddler and remove the parasite himself. Likewise with Krauser, Mendez, and Salazar.

        Luis was able to remove the parasite because the egg hadn't hatched yet. That's why he was so concerned about Leon and Ashley. He knew that the eggs had hatched and the parasites were slowly starting to take over their minds and bodies. Luis did also give Leon the pills that slowed the plagas growth...which is probably why Leon didn't lose control faster (that, and the hero of the game becoming a mindless drone would have altered the entire situation)

          The only other explaination besides las plagas would have to be something that Wesker gave him. I doubt Wesker would trust Krauser enough to have the same power he did. Krauser does move similar to the way Wesker moves in CV but Saddler also has that super burst of speed also. Finally the virus that Wesker was given seemed to be one of a kind and the only sample left is in his body.
