Capcom just did it, somehow Jill became less relevant to the story. Any trace of importance to Jill's specific storyline is eradicated by UC. It goes almost perfectly by Chris' story minus the fact that Jill tags along in his shadow. There is no mention of Barry during gameplay and therefore no character development for Jill. Plus, Wesker (the main antagonist and most important character in the RE universe) relegates Jill to position as Chris' lackey. He mentions her maybe once by name. The rest of his monologues are centered around Chris and his exploits.
In Raccoon's Chapter Jill no longer gets infected and therefore has no immunity to the T-virus. She is demoted from one-woman-army to lackey once again as Carlos starts to take center stage. He helps her with everything and even saves her life in the ridiculous opening cinema. In the first encounter with Nemesis, it's Carlos who gets the idea to blow up the explosives and escape from Nemmy. Later she isn't even the one to truly kill Nemesis as Carlos does a lot of the work for her.
Capcom didn't just flat-out say that Jill is no longer a main character, they just started to quietly and cleanly mover her away from the spotlight in favor of the males. They are pretty much destroying Jill's original status as a badass.
