I actually played this Akella's version of re3. It's old, 06 or 07 I gues. And there are nothing special about it. Yeah, re2 included as a bonus. Btw, thats not the full version of the art that's posted on the front of the box, the full version is on the back. It shows that the body that Nem is holding belonged to Jill.

SourceNext rereleased Biohazard 2 and Biohazard 3 on DVD's with uncompressed FMV's and I'm not sure if they also used higher resolution background art, but they were able to run on Windows XP without that much hassle that the original games would give you, so that was a plus...
