Best script?

That's just how the term is used in the world of storytelling.
Anyone can say, "Yes, he was different in the previous game, and in this game he's different because this happened." But it's the process of development itself that counts. Since the game wasn't about Umbrella's downfall, or about Leon's training in the government, everything was established. Which means, yes, there was character development in the overall storyline of the series, but RE4, the game itself, had no character development within it.
You're saying the character changing and being different, but that didn't happen within the game itself. In the game, Leon ended the game, exactly how he started it, a cocky, big mouthed, 'badass boy'.
When he comes back, he's not gonna be any different. He might have new knowledge about the ganados, but his attitude was exactly the same at the end of RE4 as it was at the beginning. He had no development whatsoever in that game.
Neither did Ashley, neither did Ada, no one did. They ended exactly where they started.

...well, I gotta disagree. In Resident Evil 2 he starts off as a confused cop who doesn't know what's happening and ends up being determined to fight Umbrella, at any cost.

Then in RE4 he ends up as a determined and highly trained, not to mention smug, secret agent. At the end of the game he's a highly trained and determined, and extremely smug, secret agent.

Character development for RE4 = None.

There is some development between the games, yes, but when the character development is, 'Leon never touched Umbrella. He became a secret agent, grew his hair emo, met Krauser and learned Smug,' you can barely call that character development.

Fortunately RE5 looks to have a plot. Which is a little more than RE4. RE4 was more a string of Cliches tied together by bad one liners and smugness.

That would only be the case if RE4 showed Leon from 1998 to 2004, every step of his training etc. That's when the development happens, but they never actually show us that... So that development doesn't count for RE4 itself. And no they can't put it all on one disk.
But there should still be some development within the game itself. Otherwise, no, the fact that Leon changed from RE2 to RE4 doesn't count as character development in RE4.

I really love REmake script, although some people think has some weird lines, I think is the best one and best game in the series.

It's the fact that they don't fit together very well at all. Let alone into the same universe as Resident Evil.
I mean, T-Virus, Zombies, and secret organizations are cool. But if you put them into the context of, like... Lord of the Rings, and I don't think too many LOTR fans would be pleased.

Mind-controlling parasites been around since RE3. Well actually, probably since Wesker's Report II. Whenever that came out.

The parasite was controlling Lisa's body, not her mind. It's not like it made her think differently. She was barely thinking at all. And yes, Nemesis parasite was intelligent, but it wasn't exactly ancient. It was made in the French Umbrella lab.

Oh and can't forget Alexia happened to find a virus in an "anceint" queen ant which helped her make T-Veronica IIRC.

Yeah, but it's not like she found the T-Veronica virus itself in the ancient queen ant.
If Las Plagas were developed FROM an ancient parasite by some scientific group, then yes, that would be much better than "They were just there all along, and nobody knew until now."
