I keep on hearing Leon A/Claire B is the official one, then I also hear that Claire A/Leon B is the official story. I know the Wesker Report followed Leon A/Claire B, but the RE 2 digest in UC follows Claire A/Leon B. I figured they decided to change it, but I still need confirmation.

Which scenario is canon in RE 2?

For the record, Wesker's Report does some sort of mixed version of RE2 that you can't get in game (e.g. Leon somehow does both endings and at some point gets the G-Virus from Sherry...)
A lot of people like going with the idea that it's a mix between both possible scenarios, like how you're supposed to look at RE1.
I've always preferred Claire A/Leon B though, because I think it's fits better. If it wasn't for Degeneration and Capcom's love for playing mind games with the fans, I would've stuck with that more strongly after Archives and UC...

There is no official canon course of events. Events from all four scenarios occur. It's a mish-mash of sorts. The only events set in stone are the ones confirmed by later sources, such as Ada going back to save Leon from the T-103 and Sherry's infection.
How did Degeneration give you more doubt on that?PROJECT Umbrella - The BIOHAZARD/RESIDENT EVIL Compendium

I always felt Claire A/Leon B was cannon and go what was said in UC. Wesker's Report is kinda a mis-mash of events and think capcom didn't have the story down at that point. I still don't thing they do but UC seemed to try and tie up some of the lose ends.

IMO it's a bit of both...
I don't know why some people are so stressed about, it must be one or the other.
