        Maybe Wesker was slowing things down, so he could get information on just Bravo first and keep the Alpha team neutral when he sent them in as well. Shouldn't take too much...maybe they need to fly in a second chopper or borrow one from the RPD. There's a bunch of ways to slow things down.

          I agree with XFactor said, it's probebly a standard procedure to wait 24 hours. Plus dont forget Wesker was in the training facility with birkin all through RE Zero (apart from near the end) plus remember the ending? it was daylight by the time rebecca got to the mansion, which means later on in that day ALPHA team would be sent out. Theres the 24 hours : D (BRAVO's helicopter crashed at night, so im assuming its 24 hours or close to it because ALPHA finds there helicopter basicly at night aswell)

            At the end of the day Wesker had complete control of the situation so it was his call ultimately as to when the Alpha's were brought in.

              Something else that we might want to take into consideration is the weather factor. It seems that a series of storms swept through that area on the night of July 23rd, making any helicopter operations difficult at best, especially in the rugged Arklay Mountain terrain. If nothing else, this may have been the excuse that Captain Wesker used for delaying Alpha Team’s deployment. Just a thought.

                Im sure it says in the original ps1 game manual that most alpha members arrive in raccoon city late in the day on the 24th so perhaps it was just a metter of getting the team together.

                  If this is the case, then where was the train of what I assume to be white collar Umbrella employees heading? It eventually arrived at the training facility, so that would be the assumed destination, but why would they be sending workers to the facility if it were infected two months prior?

                  The other possibility I suppose is they were heading for Birkin's laboratory. That brings up another question in my mind, though, which is how did zombies appear in the marshalling yard above Birkin's laboratory? Did Marcus attack there off-screen during RE0?

                    The Training Facility was abandoned. It wasn't infected until Umbrella's first investigation team arrived a few days before the 23rd. Marcus had obviously been hiding there a while but he was there on his own.
                    Its not clear where the train was going. But the passenger's diary and written orders indicated that the ecliptic express had stopped at the training facility days earlier to drop off the second investigation team.

                    As for zombies in the marshalling yard, they shouldn't be there, simple as. A poor mistake on capcoms part but then zero is littered with them.
