I think what we also have to take into consideration is that Birdwoman isnt just wearing that cloak and mask for the hell of it. She's hiding herself for a reason, and characters like Ada and Sherry have no reason to hide behind a mask, especially since neither of them are really associated with the main character. Jill is considered to be dead, which is good enough reason for her to be Birdwoman.
As for the picture, her face reminds me of the tube girl. Their eyes look similar.

When you think about it, it is interesting how they made Bird Woman do all the flips and high spin kicks in that scene yet keep her face for the most part covered. Maybe they were trying to imply that she was Ada Wong to throw the Jill questioning off.

I dont think Ada is capable of dodging speeding bullets. Besides, I think that would be a bad idea for Capcom to use Ada again after she was just in the previous game. If anything Ada should be given a very small minor role in RE5.
