Not Ubisoft - Ubi only published the game; it was SourceNext that ported it on PC.

Their license for the UE3 was for a game being developed externally from Capcom, simply because it's bad business practice to share their internally developed source code with people outside of the company. I don't think it was ever confirmed what game the license was bought for, but I think it may have been Dark Void.

Yes Dark Voide uses UE3, becouse the game is developed by Airtight Games, not by Capcom, they're just publishers.

About the "All games are developed on PCs" you're wrong, they're developed using PC tools but the lead platform is always a console.
examples: CV lead platform was Dreamcast, GC for RE4 while RE5 is fully developed on PCs, all MT Framework games are basically PC games.

Lead platform just means that the initial build of a game is optimised for a particular piece of hardware. MT Framework games are coded with both the PS3 and 360 devkits during development. The difference is that Capcom also codes these games with PCs in mind too so the final product is optimised for all three platforms.

The PC with undoubtedly be superior though, mostly because there's less limitations but also because Capcom put a lot of effort into their PC releases these days.
