I wouldn't say anything scared me in the game, but I did appreciate the atmosphere. Let me just say that the level and art design craps all over RE4. I can at least see some parts that may be creepy for some people, unlike 4 where only about 3 minutes of gameplay time total could ever possibly scare anyone.
I loved RE4, but 5 has the gameplay along with a great story and more immersive atmosphere.

There aren't that many scary parts. Resident Evil 4 with its Verdugo, Regenerators, blind guys with scissor hands (forget the name) and creepy cultists had a much scarier vibe throughout.
That said, Resident Evil 5 had awesome, interesting moments that had to do with the story, and in that department it beats RE4 hands down, but it's clear the focus was on making everything cool and exciting, and not scary.
You'll get the same panic and anxiety you got in RE4 during heavy fights, but it's not really "horror". Especially not the bossfights.
Without spoiling anything, there is one part in RE5 that has some nice buildup, and for a few minutes the game really manages to keep you on edge, but that's about it. And in retrospect, I could name alot of similar parts in RE4 I found scarier.
RE5 is an awesome game and I loved it, but it's not a horror game.

I'm not bashing RE5. As I said, I loved it. But calling it a horror game is a stretch, since I only remember one part where there was an emphasis on building up fear, and even that wasn't as scary as say the regenerators.
Not that the game is all flowers and sunshine or anything. You constantly have some level of discomfort playing through it since it is infected people/things trying to kill you after all. All I'm saying is don't expect to lose any sleep over the "horror" in RE5.

I actually found the opening and subsequent street scenes pretty horrifying.

I think a big part of it was the level design in RE5. The levels in both RE4 and 5 looked fantastic, but the difference was that RE4's levels felt more ominous and bleak. Like in RE5 when you're in the underground ruins walking around a burial ground. It's just too cozy and well-lit to be as disturbing as it is on paper. Most places in RE5 felt pretty comfortable and safe.
And there's something about the fact that the RE4 Ganados were an insular xenophobic society that had alot of time to stew in their own depravity, and you played an intruder. And in RE4 you really did get a sense that you were on your own in the middle of nowhere. In RE5 you feel like there's a whole team of people backing you up, and that everyone knows exactly what you're doing, and that the Majini are just the unwitting result of a very recent Las Plagas experiment with no real goal other than just that, experimenting. A big part of the RE series is the feeling of being destitute in a horrible situation, and that's something RE5 misses I think.
Still an awesome game, just not very scary.
