It isn't some throwaway comment, it is something set up that runs throughout the game. It is clearly deliberate. We will not ever get a open declaration of love because the creators of the series have said they are not allowed to show open romance. So this is all the writers can do.
Look at RE6 for further evidence, they clearly wanted to play on the Leon/Ada thing but both characters ended up coming off as sexually repressed retards as the writers not allowed to make any open declarations. The guy who did Damnation said it also, he wanted there to be a love story for it but Capcom forbade it, so when he threw in that "Continue what we started that night" line it was a nod to the fans, and in the 'making of' he alludes to them meeting off-screen before the movie.
As long as Capcom keep chasing the CoD audience and 'dudebros' they're never gonna change this stance because romance doesn't sell to them.Beanovsky Durst - "They are not pervs. They are japanese."

Chris not wanting to bang a slut says absolutely nothing about his relationship with Jill. In fact during those moments, Jessica remarks about how he's "all about the job", not how he's "all about the Jill." The comments are entirely throwaway until CAPCOM follows up on them. Until then, you're making an assumption based on personal conjecture.
CAPCOM don't include romance because they don't like it and the times they've attempted it have ended up embarrassing for them, not because it doesn't sell.
Leon and Ada's romance in BIO2 was a lot more subdued in the script. The "I love you" declaration and kiss scene weren't written. Kamiya added them during voice recording because he's a sucker for movie tropes. Claire/Steve in CODE:Veronica made many of the developers (including Mikami) visibly embarrassed, though I can't recall how it got in; probably voice recording again since the writers aren't usually present for that (which, as-well as bad localization, is another reason for much of the plot confusion or botched intentions in the series).
Revelations is written by Dai Sato rather than CAPCOM. What he wrote doesn't necessarily mean that's what is definitive for the characters. All he did was drop hints, like Shotaro Suga did for Leon/Ada in Damnation. The writers are given some measure of free reign but there's always a limit and there are certain members of the development team responsible for ensuring cohesion within the storyline who will stop anything that goes out of bounds, which plays into the next part:
CAPCOM didn't allow Suga to write a love story because Leon and Ada aren't in love. They have a lingering attraction and care about each other, but the puppy dog love died in the six years between BIO2 and BIO4. There is actually an official scenario where Ada remains in love with him, and it affects the decisions she makes by quitting the spy business and finding him. But this is in a parallel universe just like Operation Raccoon City, and in the canon storyline, she chooses to remain a spy and get over her feelings for him.

Not definitive for the characters when it's only hints and suggestions that an additional game can come back and completely shoot down or ignore. Remember Jill's boyfriend in BH2? She doesn't so much as acknowledge it in BH3, because those event messages that appear when you examine stuff were written by different people and the one in BH2 was only a speculative suggestion. "Definitive" is not a synonym for "temporary" or "may/may not." Right now all you've got to go on is hints and suggestions.
Botched localization isn't an excuse. Just a cold, hard and undeniably verifiable fact that you're in hilarious denial about, and I'll always continue to use it whenever it's applicable, which it often is. Despite that, I never said romance was caused by localization or whatever, I merely said that localization, along with the lack of writer presence during voice acting, is a cause of mistakes in the series. Separate from what we're discussing.

I think Capcom knows that there are lots of fans outthere who ship Chris and Jill, and it's not hard to imagine that they included all these hints in Revelations just for them. That doesn't mean they think Chris and Jill are together, though.
TheBatMan is absolutely right about the scrapped dialogue in Lost in Nightmares and I think Capcom deleted it just because they knew all the shippers would be upset to hear that.
If I remember well, a lot of fans backlashed Kobayashi when he said that Chris and Jill were just partners.
In the end, Chris and Jill might end up together but that would happen only because of the insecure fanboys and shippers. It was never intended to be that way.
