I don't think when this game came out that the internet was anything like it is now, so the idea of sending an e-mail didn't include sending files or anything other than some typed text which were sent via modem at best. And after RE2 the only people Claire could have e-mailed would have been Leon or Sherry..she didn't know where her lost brother Chris was. If she could have e-mailed Chris then she would have done it after RE2.
