This was never a dvd, it was a VHS tape. So odds of finding a DVD are slim.

And, well, I haven't seen what the YouTube upload looks like, but chances are that you wont see anything significantly better than the &fmt=18 version of that upload, unless Capcom does a re-release of it or something.

VHS is the only format it has been released on and that with a price tag attached to it.

It was on Biohazard France but it's not there anymore, and the quality was bad anyway (it's the copy that's on YouTube)
