No, I don't think so. The hair styles are much too different. He even looks sort of cliched, if you ask me.

The actual cut of it is dissimilar to Wesker's usual slick backed style. But who knows.

The guy's a master of disguise if he wants to be. Always slipping away, unnoticed, one step ahead all the time.

For all we know, it IS him.

I don't think that's wesker, his hair isn't slicked back like Weskers, its in more of a military style cut (The one Marines and such get), and he doesn't seem to be wearing Wesker's trademark sunglasses.

@Alexia Ashford: This is Capcom we are talking about, they let Wesker be turned into a Common, global conquering villain. Not to mention they ported RE 2- RE: CVX and charged 40 bucks for unchanged material.
