It certainly looks better than the PS1 version, what did you do to it?
It's the Sourcenext version (720x480)
What I did:
1) point-resized to half the resolution (360x240) because that's the resolution that it was originally rendered or somewhere near that.
2) upscaled back to double the resolution (720x480) using the "super-resolution" method (which is effective only when the picture is aliased, in all other cases it's snake oil)
3) called an Anti-Aliasing script MANY times due to the image being HEAVILY aliased
4) used a debanding script to smooth any color banding artifacts caused by the anti-aliasing process
5) very slightly sharpened the final image
Sourcenext is a Japanese development company which is more known for making updated PC versions of older games. They've done it for Resident Evil 2, Resident Evil 3, Dino Crisis 1 and Dino Crisis 2. And those are only the ones I know off the top of my head.

They are also responsible for porting DMC 3, RE 4 and Onimusha 3 from the PS2 to PC, which were all terrible ports, especially the RE 4 one (but after the release of a patch developed by Capcom themselves instead of Sourcenext and the development of several community mods the game is actually very enjoyable!!).
