It has to have been December 1983, because that's when the video where he explains his reasons for creating the Linear Launcher was filmed. The file about him says "Sometime around 1983, Alexander disappeared suddenly and mysteriously."
Okay, here's another wrinkle. Alfred's Diary still says that he and Alexia injected Alexander with the T-Veronica Virus on March 3rd. By April 22nd, he had already turned into Nosferatu.
Also, here is what is specifically said regarding the Hunter II:
Based on leaked data on Umbrella's B.O.W., the Hunter II is a B.O.W. developed by a rival company. It is governed to only attack designated targets. A certain individual is thought to be behind the Hunter II attack on Rockfort Island, but a motive has yet to be determined. They just ripped Lurker and Plague Crawler bios from Archives. Well this stick insect could fit this description... But it doesn't look like a Plague Crawler from Zero.
