    Alright, I'd like to just clarify a few things concerning the link between the government and Umbrella. The US government is revealed to be one of Umbrella's top customers (along with nearly every industrialized nation on the globe). Umbrella uses its sphere of influence within the government to do three things during the Raccoon City incident. It derails (literally) a US Special Forces team seeking to get the G-virus and custody of Umbrella researchers into a Tyrant ambush. Secondly, it manipulates the special committee within the Senate into ordering the launch of a new experimental warhead to sterilize the city. It then delays this operation in order to haul all of its important shit out.

    Following this, the US government throws a lawsuit at Umbrella (along with about 500 million other lawsuits from other sources) but is backed into a corner after Umbrella implicates the government's involvement, revealing them as one of their customers and using this to shift some blame onto the government. When faced with this, the current President shits his pants and resigns (Ron Davis is actually seen standing close to the President in this particular scene in Degeneration).

    So we can conclude that this scene occured shortly after Raccoon City, and with the resignation of the president leads to the introduction of a new one. This new administration takes a completely anti-Umbrella stance, establishing the Anti-Umbrella Pursuit and Investigation Team within USSTRATCOM.

    Leon S. Kennedy is taken into the custody of the US government and interrogated (full scene in Darkside Chronicles). Sherry is taken away and Leon is approached by an officer of the United States Information Agency (which was dissolved soon after in 1999) and is employed as an agent, most likely transferred to the Anti-Umbrella Pursuit and Investigation Team (though this can be debated). At some point after Graham is appointed to office (maybe Graham is actually appointed in 2000 following an election and the stand-in president only serves the two/one year following Raccoon City?), he works for a secret organization directly under the president.

    Anything else you guys would like to correct or add in? Surely there are holes that can be picked out here.
