Did Wesker obtain his power before or after the mansion? I always figured that something happened when Tyrant gutted him.

Obvious spoilers below.
The jist of it is that Wesker injected himself with "something" Birkin gave him. This "something" resurrected him after he was shafted by the tyrant. He wakes up with increased strength and the self destruct timer starts counting down. He fights his way through the mansion, encounters a vengeful Lisa Trevor, and escapes through the mansion's front door.

I like to think that Wesker injected himself before being "killed" by the Tyrant, but that the Tyrant did not actually impale him (as seen in the Remake and Umbrella Chronicles). Why? Because nothing you inject yourself with would be able to repair the severed spinal cord that would inevitably result from such damage. I wish the canon said that he was flung aside (like in Jill's game if Barry is killed by Lisa), was "revived" by Birkin's magic formula, and escaped the room during the battle between Jill and/or Chris and the Tyrant.

It was featured in the Rebirth scenarios in Umbrella Chronicles. It was revealed that Wesker encountered Lisa twice, and ultimately killed her.

Speaking of which, what about the infected animals in the Arklay Mountains? Wouldn't they have run off to kill and infect more? Maybe they stayed around long enough for the nuke (or the radiation stemming off of it) to kill 'em. Maybe the government was being all super awesome and eradicated them all? Maybe they quarantined all of Arklay. Huh. Another suspicious thing.
