Not sure which file that is you're missing, but have you gotten the one at the top of the dam in Chapter 3 yet? When you reach the top and fight the Jabberwock S3's, you'll look towards the far end of the dam where you'll see a door and some construction materials piled to the right of said door. Blast the materials; there's a file in there somewhere. That one took me forever to find!
