When Carlos starts the cable car and your in control of Jill and go to check on Mikhail, you have to manually turn around and access the door before Mikhail does the whole hero act.

You can. You get a package in hard mode like every other time you beat him.

You can't kill Nemesis in the cable car.

The Nemesis (not counting his final form) always takes 2 rockets to kill, the first rocket only drops him. In the tram fight, the Nemesis only needs to be dropped once for the cutscene to trigger so there's no way you can kill the Nemesis at that point.

There is no way to kill him. I even tried with rapid fire rocket launcher and the scene still triggered. Another time he did die, but the game crashed (froze) when using the hyper rapid fire codes. My guess for the crash is that the game doesn't know what to do when you killed him.
