I think it's because people sometimes try to romanticize their relationship. It's a male and a female you are partners, and who share a close bond formed by their experiences together. It's really hard not to think that they would harbor some feelings for each other, after being at each other's side as STARS, and BSAA. And then the loss of Jill, and Chris's reaction could be taken for grief over the loss of a lover, made stronger by how Chris reacts when he discovers she's alive and then how he acts after they take the device with P-80 off her chest.

Personally, I AM a Jill/Chris shipper, just because I think it works really well. But I like to think of it more as an angst/unspoken love ship. There are definitely a few moments in the video that ring true.
