I doubt the developers are exactly on the same page either on the issue.

I think they are now, but we just don't know. Since the second entry and through the whole FLAGSHIP era, plot points were planned out early. Things only started to go wrong in late 2003, with the sudden switch of writers and focus for RE4, but I think they picked up courage again after that.

The series is a huge franchise and an enormously successful media phenomenon (though I don't understand why as it gives off kind of a niche vibe): the key people are put under enormous pressure (see Mikami's comment on RE4 and Takeuchi's on RE5), so I'd figure the writers are in comparable jeopardy about delivering appealing material and would think twice about where they should head with the next games, plot-wise.

Updated Verdugo and finishing off the Novistador now. Both are linked in that they are derived from the same basic human + insect + Plaga genetic experiment. However, Verdugo is the completed end result of the experiment.
