I've certainly read the theory more than once, or at least part of it (mainly the part about RE3 originally being a side-story).
RE3 was originally going to be called BIOHAZARD 1.9 (see sources here). According to this interview, development took about a year. Since dated artworks in the CODE:Veronica Kanzenban Kaitai Shinsho go back as far as May 24, 1998, it is safe to assume that work on CODE:Veronica actually began before. However, even the first public showing on October 6, 1998 announced it as CODE:Veronica.

is possible that the dreamcast version of middle-censored embers had other data only for that version, but in the original game are not active?

Very much so. As I said on the page before, if you look at the credits you'll see numerous staff went straight from Bio2 to Code Veronica, given the time frame they probably started work only weeks after Bio2 launched in Japan, which fits well within there being pre-planning concepts well underway by May of that year.

Given the support of Nextech/Sega to fast track development for them as well, I think at one stage they wanted the game out at the DC's launch but it ended up being delayed a little while.

Had it not been delayed it would have been interesting to see what sort of impact it's release would have had on Nemesis as they both would have been out within less than 2 months of each other. In fact if a US version was ready day-date with the US launch, it would have been out before Nemesis was.

I remember BHCV to be scheduled for a release with the console (I think among 3 other games) and to be delayed for almost one year after the Dreamcast was aired. One of Capcom's excuses for this delay was troubles with the Microsoft software used inside the Dreamcast.

I'm still wondering why Code V is considered such a favorite among the majority of the RE fans. I thought it was pretty boring myself, the only thing that made it interesting was finding out that Not only was Wesker still alive, he was now a BOW.
