I would say garrador. They'll both charge at each other at the faintest of sounds but Garrador has the sheer power advantage but you really need to hit a very specific point on his body to hurt him, which I doubt a blind licker can manage.

I was going to come in and say Licker, because it's faster, but then I saw this post and that changed my mind because it raises a good point. There's no way the licker is going to hit that spot on the Garrador.
yes but the Licker likes to pierce through the torso in the rough area where mr Parasite loves to "hang out". Also a licker likes to climb walls, a feat the garrador cannot do and has a very long tongue.
It's enviromental. If the Licker's on ceiling the Garador is shafted. It'll never reach him. The licker can just keep punching holes in him until he's dead.
I'm going with the Licker here, since it's more stealthy. Both creatures hunt by sound, but a Licker is far more likely to hear a roaring Garrador charging at it than a Garrador is hearing a Licker creeping up behind it. Also, the ceiling/wall thing Enrico and Darkmoon mentioned gives the Licker even more of an advantage, as does its semi-long-range weapon (tongue).
I'd have to go with the Garrador here. I do believe it would come down to the environment like Dark Moon mentions, tho. I just believe the Garrador has a higher chance of landing a more damaging attack than the Licker. Would be fun to see a battle like this.
Garrador is too unmaneuverable.
I doubt it would be able to strike a licker on the attack. It would also only take one claw to the back for the garrador to be done for.
This is actually a pretty tough call for me. On one hand, you'd think the Licker's agility would give it the upper hand. On the other, the Garrador can be spastic and attack even when you don't think you've made a sound.
I'm leaning toward the Garrador in terms of power of strike, but I just can't shake the fact that the Licker can actually pierce flesh with its tongue.
lol, one instant kill claw slash from the licker would destroy the Garrador, at the same time the brute power by the garrador is devastating... hmmm I'd like to give the licker the upper hand, especially a poisonous one.
I think a hunter/ hunter Beta would destroy a garrador though.
This is why we need a Resident Evil fighting game.
I read this topic and was like "lol, this is stupid," but then I started to think about it. Hunter vs. Chimera, Garrador vs. Licker, Nemesis vs. Mr. X, Birkin 3 vs. T-002. The possibilities are endless. What better way to solve these questions than to actually act on the battles yourself?
Then you can think about all the stages. Spencer Estate Main Hall. The helipad. RPD Main Hall. Underground Lab. Spencer Estate Shark Tank. The Prison from C:V. The Village from RE4. Even the volcano from RE5. And so on, and so forth.
The cast of characters could be humongous. Not just creatures, but the main characters(Chris, Jill, Wesker, Leon, Claire, Ada) to the cult favorites(Rebecca, Barry, Carlos, Nicholai, HUNK) to the obscure(Richard Aiken, Annette Birkin, Marvin, Dario Rossi, Robert Kendo). I don't really like fighting games, but with the anticipation for Marvel vs. Capcom 3, I can't help but think about an all-Resident Evil fighting game...it's really exciting.

Garrador would have the power but the Licker would have the speed and the sticking to the walls. And I'm pretty sure after lunging at Garrador via the glass window in RE2, it would catch him off guard. Licker would just walk back up the wall and lick him to death.
