    Translation of the most interesting part:

    Private Anti-Bioterrorism Force
    A Special Forces organized and funded by Umbrella's rival phamarceutical company. Its members learned the dark side of Umbrella and most of them are direct or indirect victims of their evil experiments, including some ex-members of the S.T.A.R.S. unit who escaped from Raccoon City. In [BHUC], Chris and Jill appear as members of this force.
    Here's the background on the unit from Archives II, page 230:

    After the destruction of Raccoon City, former S.T.A.R.S. members Chris Redfield and Jill Valentine belonged to the civillian-organized 'Private Anti-Biohazard Unit' to fight other bioterrorism incidents around the world. Unlike the Umbrella Biohazard Countermeasure Service {U.B.C.S.} unit, whose mission was to handle biological disasters and collect data, the mission of this organization was to strike down any bioterrorism.

    This private-anti biohazard unit was a small and elite field group trained to carry out operations and even though it was a private, non-government organization, it possessed enough arms and equipment to rival an army.
    The funding by the rival company isn't stated in Archives II, however (the IOBHDC book has a LOT of exclusive info).

    In summary, Chris and Jill were unwittingly helping Wesker. This also explains Wesker's magical listening device. Those helicopters were likely provided by his company with microphones in place.

    Couldn't it also be talking about Tricell, who we know funds the BSAA which I assume is what this organization grew into?

      Tricell doesn't come into the picture until *after* the T-A.L.O.S. Interdiction Operation when Wesker gives them data. Up until this point, The 3rd Organization is still the major rival and the only company Wesker has relations with. Plus, it would have stated if it were Tricell or not, and not pull the "rival company" card which they've used to refer to The 3rd Organization throughout the entire series.
