Never liked Socom after part 2.
Ok, I did not read the whole thread, but why would the Umbrella operatives want to kill Leon? Are they from the future? Did they travel back in time to undo Umbrella's downfall?
Also, wasn't the team that went in to Raccoon to contain the the situation a different outfit? UBCS?
This looks like any other shooter, but tag the Biohazard name and we will flock to it.
What a cash in and clusterf*ck! The only way to accept this is to view from an alternate timeline/dimension/whatever.

But a rookie cop, first day on the job, being targeted so specifically? What separates Leon from the rest of the RPD officers? It's so lame, and I doubt they'll explain it. Even though it is a non-cannon game, it's still a major plothole, right in front of Capcom's faces. Maybe their main target it's not Leon at first, because Leon is nobody at the start of RE2, but at some point in the game he knows to0 much about Umbrella and the Raccoon incident. So maybe from the story point of view they are there to eliminate stuff that can link Umbrella to the incident but at some point the realize that Leon (where is Claire?) it's a major risk for Umbrella.
Another possibility is that they arrive to Raccoon City later, not a the beginning of RE2.

Poor early planning maybe? There's no real indication in RE2 retail that any part of the city is on fire. In fact, although it's obviously forced for gameplay purpose, the opening shows RC streets pretty wide and open and mostly clutter/barricade free. Yet in RE2/3 and Outbreak, it really implies the streets should have been much less navigable via car and semi-truck than the RE2 opening implied. They didn't plan for it to be too obvious of an issue before-hand because they needed to railroad Leon and Claire into the city and pretty much right outside of the RPD.
Or well there's just the idea that yeah, Leon noticed and wanted to help per his duty and of course met other troubles on the way. And Claire could have noticed and still thought "shit, the city is on fire and things look bad, I really gotta find Chris!".sigpic
