Is this official? That list is done by moderators who actually don't work directly with Capcom, may as well be just speculation or simple assumption since Capcom has never said "NO WE SCRAPPED IT".

I think Revelations was originally Portable. There still could be a new, different title for the Vita, though.

I don't think so. I'm sure Capcom would've said something if that was the case instead of avoiding any question related to RE Portable and tell us to wait for info.
The game was announced when Sony probably started to give out dev kits for Vita so it's kinda normal to consider a switch instead of releasing a game on an old and soon replaced system.
Even SE is reconsidering releasing FF: Type 0 on PSP for the West and that game was already well developed by the time Vita popped up.
The platform is simply not worth it anymore outside of Japan.
